He probably didn't expect such quick development and is probably just wondering how he got so powerful in a few years. Kinda like how hawks made his own hero agency and was in the top ten by the age of 18 and people said that he is moving too quickly.

Why would he be shocked that deku is stronger than him when he literally told deku within a few months of class that is how it worked?

He absolutely has not, I’ve googled and searched and all I’ve found was rumors of him tweeting it but deleting because of death threats, except if that really were true, multiple people would’ve screenshot it before he deleted. No popular manga creator could tweet something like that and literally nobody on Twitter have a screenshot.
