SIHA: He was saying there should be, as he was appealing to a people that had left total chattel slavery, but hardly had any acceptable income. I saw the Arkestra live at Grendel's Lair on South St in Philadelphia way back in the early 1980's. Saw them two other time after that. Awesome band. I was about five feet from the man himself and he seemed like a giant.
