It's great for characters that deal many hits with their followup attacks to stack up the 4pc bonus, like Topaz, Jing Yuan, and Himeko. It's not very good for a character like Clara, however, because her followup attacks deal a very low number of hits, usually just one. So she can never really stack the 4pc bonus before her next followup resets it. 4pc physical set is still best for her, but 2 phys + 2 FUA is good too.

@@airfryeredthere is a leak about a relic set in 1.6 that gives the wearer more damage to debuffed enemies at 2pc and gain unconditional crit rate (most likely at 8%) and deal more crit damage against enemies with 3 or more debuffs at 4pc. Numbers are still unconfirmed

Tier lists don’t necessarily mean the character is bad (At least in this game), all characters can do well when built right and have the right team comps, the reason why Herta is so low is because she takes a lot of investment to shine, unlike units like Jingliu or IL who can deal lots of damage with little investment. I’ve seen people 0 cycle with characters like Herta, Arlan or Hook, but even then the teams they use are very specific, which means they can be less flexible and that also affects their rankings. (Though I will admit, Herta and Arlan specifically seem to be ranked in terms of them being a main dps, when they really seem more fit to be a sub/secondary dps) In short, the characters in lower tiers can still clear content just fine, they’re just lower on the list due to their need for specific team comps and high investment.

Herta is becoming meta now in the Pure Fiction given that the game mode favors AOE like Erudition, Destruction and sometimes Nihility
