Fuel fill level is displayed in increments of 5 liters. Hence if the car has 29 L empty it will show 30L. Also the coding is always done on ECU. Every detail is logged to ECU.

@worthybeing, you are wrong here. coding is done to BCM and not ECU. ECU controls the engine not the body functions!!
