That’s an inherent flaw of the elo system. Even if everyone stayed at the exact same level as they are now, due to new players joining the game, elo inflates artificially. It’s one of the known and understood critiques of the elo system. Basically every new player “adds” elo to the system, and over a long enough time span, the majority of that added elo will end up shared between the top 1,000 players. As long as new players are consistently joining your system, the elo will always inflate upwards and upwards. A 2900 player in 15 years might be exactly equivalent to a 2800 player today, or a 2750, or even a 2700 if inflation is strong. That’s why saying that Mikhail Tal reached 2705 isn’t really a true reflection of his level- today he might be 2750, possibly even higher. Elo is a great system for comparison of players who are alive and playing today, but going backwards or looking forwards decades and centuries, it has big flaws. The inflation only stops if elo stops being added to the system- so it only stops if people playing the game slows down, for example. But then obviously, that would mean the sport of chess is in a bad state lol
