Does this waterfall flow all the way down to the one beside the toilets near the entrance? Or is this another one...?

Yes, it was far top, which not for public. Need to apply permit and guide.

Now in Malaysia mountain height more than 500m need to apply for a permit. I always with the hiker group so all the permits are handled by the organisers.
