Find it funny that the Buccaneer outfit makes the Crows members who roam the streets not be enforcers. Not what other suits have this effect.

How were you able to shoot the boat without the guy in back noticing (green shirt, he’s talking with a girl) every time I attempted he’d spot me and I’d lose silent assassin

Don't pass by them, that would trigger their conversation and they will change their location to the back of the boat. You can get the brick from the alley like I did.
