Explanation Brigade has arrived. If you take notice to timeframe focused on agent - The Agent 47 is not blending with crowd and is edging the Paris Podium(trespass crime) on which fashion exhibition is being shown. The person in white-blue makeup is one of exhibition models who goes by the podium and which can be used optionally as disguise to kill one of the targets on map if to find before his turn starts. However, if he sees you being too close to podium-he would non-verbally compromise cover and report crime which would result in guards hunting you. NPC stands for "Non-Playable Character", synonymous with mob or Artificial Intelligence character. Feel free to correct if any errors are made.

Apologies for the late reply! Yes as LivionianGuy mentioned earlier, that's pretty much spot on! You step a little past a trespassing zone and most of the time it's all good but sometimes everyone loses their minds!
