These cops need to learn what "lawful order" means. Just because a cop says to do something that doesn't make it a "lawful order"

Unless the world changed while I was asleep, it’s not legal to climb a crane not owned by you without permission. It’s responsible to assume that an order to not climb a crane is entirely lawful. Oh also, James was clearly saying help as Holden brought him up to the crane, which meant that she had reasonable suspicion to at the very least stop Holden for questioning. Since he refused to stop he was fleeing which is illegal.
