Talent Agents are not always connected to key distributors. When you need a distributor to LOI and Actors to LOI, and Investors to LOI... I take it these production people have their companies with loads of capital to put into something to then spec out to distributors. Breaking down the instance of not having funding, but signing your idea means they can keep it for years and never produce it, and you are unable to then sell it to someone else.

Network and cable tv is so agent dominated....How does one get one of these agents?

These people are just repeating cliche, outdated answers. The agent system has blocked the vast majority of talented artists from the industry. And you can not make decisions based upon popularity of a youtube video. This is the reason why most of what we see in the movies and television industry is garbage, junk produced by well conected people. The only way for beginning artists is to produce your own movie or play, put it on film and sell it to independent distributors like Pluto, Tubi, etc. Use an independent lawyer if you have to. Forget agents. They are the past. People like Bill Murray don't even have an agent.
