• Ineffective - see Auditor General report which says there was no evidence that it reduces social harm (Australian National Audit Office (ANAO), 2018)
• Expensive - it costs over $10-12,000 per person (see ANAO, 2018 and Senate Committee hearings)
• Harmful - 32 per cent of respondents to the government evaluation said it made their lives worse (Orima, 2017)
• Unsupported - the government evaluation acknowledged that the CDCT did not have universal support from the local community (Orima, 2017)
• Discriminatory - breaches human rights of privacy and social security (Parliamentary Joint Committee on Human Rights, Community Affairs Legislation Committee, 2018)
• Paternalistic - it removes people's agency to manage their affairs (Parliamentary Joint Committee on Human Rights, Community Affairs Legislation Committee, 2018).

As if the mentally ill are going to cope with going down to centre link,when ever they need to go to a second hand shop. Oh we need a drive oh got to get down centre link so I can get an old fridge some rich person didn't want. Oh I need clothes toys for the kids,dishes blanket for the bed a mattress on the floor.oh the second hand high school uniform oh dear there's a million pensioner down at centre link,begging them for money to go to the op shop on a daily basis. God bless the op shops that have given us pensioner the right to have the same as the rich people only second hand. Our standard of living will go down.oh my son or daughter want a bike or a computer.Oh it's off to centre link one again. Might as well camp on there door step. Not allowed to take anything from the street on throw out day. Been abused left disabled ended up in a wreacherd miserable existance a pension with PTS left to rot in hell while the affenders has a rich rewarding life ganging tax payer against his victims. Not even allowed to go to a second hand shop to buy clothes. Just cruelty and mental torture. Next it will be we are forced to report every time we use the toilet. There RSPCA shop is going to go down hill as well as the salvo's St. Vincent's,Red Cross and life line Baptist care. With no revenue will not be able help the poor in need. Leaving us all with nothing. The total intrappment cannot travel to visit family. Total ownership.👎

Well, here it is. Before writing it I was on the phone with, and read stories by, people who have had direct experience of this sh!tf*ckery, and it is heartbreaking. The stigmatisation of people on low income who exercise their right to income support is incredibly damaging - especially when children are involved - and it must stop before it becomes national policy. And when I talk about people on income support, I'm not talking about ye ol' "stoner sloth". Contrary to the convenient stereotype, the largest single group living on Newstart are people aged over 45, many of them women and single parents. Our Government talks about these dignity-destroying policies in the sanitised language of bureaucracy. So we thought we'd help them out and make an Honest Government Ad about their Cashless Debit Card. Giordano

I'm a 33 year old husband and father of 3... I had to give up a good job with great conditions and great pay to look after my family after my wife had a mental breakdown which has left her almost crippled by ptsd, anxiety and depression. I have attempted to return to work but each attempt is met by a mental health turn and self harm episodes from my wife. We'd love to not be on welfare but right now it's a sad fact of life for us. I feel useless that I can't work but I was raised to always take care of my family. Cashless welfare would see us homeless it's that simple... yet fuck muffins voted these twatsicles in because they were either scared of losing no money to taxes aimed at the already obscenely rich or were scared that labor would let the boats full of gays and muslims in to turn our country into a rainbow covered pork free zone...

@@Kissfan96dr the tea party movement was ran by corrupt billionaires, they certainly did not want the same things as OWS. they wanted to give tax cuts to the millionaires/billionaires, they opposed UHC and pretty much any government lead program to help people. the tea party movement is exactly what the republican party is today. OWS was the complete opposite, increase taxes on the rich, more government lead programs (phase out private programs). oh also the fact that OWS wasn't funded by millionaires/billionaires. if you believe they wanted the same things then you have actually no fucking idea what you are talking about. the movements are complete polar opposites. this isn't 50/50.

German here. I once had to use food vouchers until my application for unemployment benefits was through. It's a humiliating experience to ask store employees if they accept them. I cannot even fathom how Australian citizens must feel once they are forced to do this on a regular basis. The analogy to an abusive relationship is spot-on.

And yes you can buy things at FULL RETAIL PRICE at most shops. Also where are you getting $30k from? Newstart recipients get $12.5K a year and the average rent even counting in rent assistance is $240 a week for your average 3 bedroom house in some of the worst suburbs (Mt druitt,blacktown,warrick farm etc) so you do the math on that one and tell me how that works?

While it's good that there are programs to help people when they need it (though this sounds like it's going in the wrong direction), the only true pathway to happiness is when you can look yourselves in the mirror and be proud. Employment programs would be so much better for society than general welfare programs.

@Yuki BabaYaga How many paychecks you're away from living in a Walmart parking lot is a personal problem that's usually brought about by bad personal decisions. If you can't make it in the US, you can't make it anywhere. Finish Highschool, get a job and don't make babies until you're financially stable. The biggest contributor to poverty in the US is the continuous cycle of single parent homes. I almost forgot to point out that the Asian demographic is the most successful demographic in the United States. Kind of blows your white theory all to hell.

I could tell you that, but it would be a lie and I'm not a politician, so I just can't do it. Yes, they [Indue] absolutely ARE being paid at least that much to administer each card where it has rolled out in the NT & elsewhere that the 'testing' has been 'trialled'. I wish they'd just shoot me. Done deal, and save the tax payers $$$ but we know that taxpayers will not benefit in any way regardless. Any savings go straight back into the kitty, and I'm NOT talking about the one that is for running the country. I'd be way better off if I had committed a crime. If I wasn't too ill to figure it out & execute it, I'd seriously consider it an option. Crime pays

I was in Lifeline buying some clothes, someone came up to the counter while I was there and asked if they accepted the basics card. They didn't. Struggling people, literally couldn't even shop in Lifeline... I was fucking disgusted.

that is an idea. Wolly and Coles should be force to apply a 20% discount for anyone with this card. if this card is used by the poor the government should get extra discount. I have a credit card from Coles that I pay no annual fees and get back roughly about 2% of all my spending in points.

I'm on the disability pension, I don't complain, I very rarely drink, I don't smoke, do drugs or gamble, or any other vice, I'm not in debt, I save a little here and there when I can...I am a fairly responsible adult....how on gods green earth would this INSANE AND DEHUMANISING system help myself and the overwhelming majority of people in similar circumstances. There are some minor imperfections here and there, such as slight delays, but in my opinion they actually add value and may even be an intentional touch of class, as they enhance, in an almost subliminal way, the feeling that the smiling officials speaking to us may actually be mocking us somehow.

For seconds the politicians you are talking about sold 98 percent of our manufacturing along with our jobs. What is The Lima Declaration? And why has Australia has lost 98% of it’s manufacturing? Although signed in 1975 by Labor Senator Don Willesee, the Lima Declaration has had far reaching effects, and can clearly be seen as the blueprint for the disastrous policies embracing the bizarre philosophy known as “Globalisation”. The Second General Conference of the United Nations Industrial Development Organisation (UNIDO) met in Lima, Peru, during the period 12-26 March, 1975. The resulting declaration had disastrous ramifications for Australian industry. The basic reasoning behind the Declaration was that the drastic plight of the Third World was the result of the rapacious policies of the advanced industrial nations. Australia listed as one of these. The only way to rectify the situation was to transfer industrial resources from advanced countries like Australia to the Third World, then to provide markets for Third World exports by buying products once produced locally. ​ Both major parties are equally to blame for betraying the nation. The Fraser Government took over where Whitlam left off, Hawke and Keating increased the tempo of the programme with Mr Hawke, Keating, Button and other senior ministers telling unsuspecting Australians they were working to 'internationalise' the Australian economy. The truth is, they were sowing the seeds that has almost decimated Australian manufacturing and industry and has seen Australian jobs disappear overseas. More than half of Australia’s manufacturing capacity has been destroyed since 1974 and the economic carnage continues while Australia imports vast quantities of goods once produced locally. While we're ploughing oranges into the ground, we're buying concentrate back from Brazil. Our car industry has all but disappeared, steel making is on it's knees and our petroleum industry is under severe threat of being moved overseas. If a situation arises where there is a serious threat in the region, we will be unable to defend ourselves. The Declaration will leave Austraia short of technology, tools and jobs and we can thank scores of useless and short sighted politicians for that - on all sides of Parliament. In 1970 estimates numbered Australian farmers at around 300,000, the number is now below125,000. ​ A call for change was made in March 1975 when the Second General Conference of the United Nations Industrial Development Organisation (UNIDO), meeting in Lima, issued a Declaration and World Plan of Action. The Lima Declaration and Plan of Action called for the redistribution of world industry so that developing countries would have 25% of it by the year 2000. Now in Australia we have lost more then 98% of our Industries to third world countries - along with our jobs . To achieve this, radical changes in traditional concepts and practices are recommended. Economic growth in poorer countries could no longer be seen as the “trickle down” benefit of growth in rich countries. To close the gap between rich and poor nations the developing countries would have to grow faster than the developed countries. With this end in mind, the Lima Declaration sets out the “main principles of industrialisation” and defines the “means by which the international community as a whole might take broad action to establish a New International Economic Order”. ​ Wonder why we're importing so much fish and seafood from countries like Thailand and Vietnam - when we are surrounded by vast oceans? Look no further than Resolution 27 "Developed Countries such as Australia should expand it’s imports from developing countries." Are you puzzled why so much industry and jobs have moved overseas? Maybe look at Resolution 35 "Developed Countries (Australia) should transfer technical, financial, and capital goods to developing countries to accomplish resolution 28 above." (35) “That special attention should be given to the least developed countries, which should enjoy a net transfer of resources from the developed countries in the form of technical and financial resources as well as capital goods, to enable the least developed countries in conformity with the policies and plans for development, to accelerate their industrialisation.” (41) “That the developed countries should adhere strictly to the principle that the Generalised System of Preferences must not be used as an instrument for economic and political pressure to hamper the activities of those developing countries which produce raw materials” (43) “That the developing countries should fully and effectively participate in the international decision making process on international monetary questions in accordance with the existing and evolving rules of the competent bodies and share equitably in the benefits resulting therefrom” (52) “That the developing countries should devote particular attention to the development of basic industries such as steel, chemicals, petro chemicals and engineering, thereby consolidating their economic independence while at the same time assuring an effective form of import substitution and a greater share of world trade”. The UN is a giant unregulated Non Government Organisation with its sights set on a one world government, where people in power have no loyalties to countries like Australia. The Lima Agreement has the potential to turn developed countries like Australia into non developed countries - no wonder so many Australians are worried for their children's and grandchildren's futures. Like most Australians, you've probably never heard of the Lima Agreement

People often shop online out of necessity, saving money is a way of life for much of Australia, especially when it comes to parents on disability or other welfare payments. People are going to miss out, they aren't going to shop local instead because they can't afford to. I shop online and pay between 1/10 and 1/3 of the price of products available locally. I need a car part, it's $40 on ebay and over $200 from the dealership, as I said, people are going to miss out.

I've heard sadder stories of parents not being able to pay for school excursions since they had no way to get the money transferred off the card to the school. it's sick that this is being inflicted on the most powerless for profit.

May the Science be with You at least where women’s clothes are concerned, cheap clothes last about 1 wash. (Even the more expensive ones can have a catastrophic malfunction in about 1 wash.) They twist to the point where they are almost unwearable or the seams give way or they shrink or whatever. In any case, this represents another unnecessary, artificial limitation on poor people. It’s also not good for the environment.

I'm not a criminal, I'm not a gambler, I'm not an alcoholic, I'm not a drug addict, allow me the dignity to handle my own finances. This card does nothing but create prejudice, class division, destroy self respect, and remove choice in the market place. The only winner here is Indue. Paying them to do what social security already does and will still have to do regardless. Imagine what that money paid to Indue could do if spent where its needed. Any govt that brings such a scheme into action is so far removed from the realities of life. Its scary to think that's the level of respect they have for the battlers.

Drug abuse in the working class is far less a problem than drug abuse on the dole where the children tend to suffer more. Decreasing the ease of which alcohol and other drugs can be purchase could potentially be a good thing for people in these situations, however it just isn't worth it when compared to the other potential issues.

At night you can here the happy town folk singing waltzing Matilda in the pub and see the campfires of the aboriginies in the distance. Of course it's all in a theme park now at $100 a pop.

I have never heard of this and the only bit I have found out is that the idea is to make those on income support spend their money on essentials instead of alcohol/drugs/gambling. It sounds a good idea at first until you think it through a bit more. One major problem I can see is that anyone trying to make a purchase with one of these cards is very likely going to have a druggie/alcoholic/irresponsible label slapped on them. Good luck to them in trying to get themselves out of the hole they are in by applying for jobs.

Here in Finland our social services can help you somewhat similarly, except you get to keep your own card and use it on whatever you want if you're not an addict(they get more restrictions). You get a monthly allowance to your card which the social service transfers from your main account(which is managed by them). Meanwhile the social service pays your bills from your account and helps you at every step so you can set up debt payment plans etc. and they will also pay those debts from your account. This helps people with dementia or deep depression etc. quite a lot. You sign up for this service for a year at a time, then it gets reviewed for a renewal if deemed necessary. Doesn't cost anything to the citizen.

Mate i am on the DSP with one of the most painful conditions known to man CRPS or the suicide disease, take your pick i dare you to walk just one day in my shoes . I had to exist on the dole for 5 years before i got it . I had worked for over 45 years and have 4 trades paid my fair share of tax . I really hope you have a cradle to the grave job it only takes one event to totally change your life for the worst

People abusing charity is what convinced enough people that it was a big enough problem to warrant implementing this terrible card idea. It doesn't take much real abuse to reinforce the stereotype that its a rampant issue.

@@benjaminkesler5245 except that the people who end up in the weeds because of these cards usually aren't the ones that are "abusing the charity of others". The problem is that the people who end up abusing these systems are either people who stand to gain financially because of it, or people who are in such shit already that they are just plain desperate and "abusing charity" is an easier step than full on burglary and theft. Have you tried to live on $1000 AUD a month? According to the interwebz that is about 630 euro. Now I'm not sure how exactly things like healthcare insurance and all that jazz is done in Aussieland, but over here, 630 euro would put you so far below the poverty line that you cannot reasonably be expected to be able to make due with that. Even if you include rent-support and healthcare-support in the mix, you'd still be looking at 270 euro in monthly rent that you have to pay yourself, 35 euro in healthcare, about 100 in utilities, 40 in municipal taxes, 40-ish for phone and internet (which you NEED for welfare here, or you can't fill out the forms and they can't contact you). That leaves you with about 145 euro a month to buy everything that your household needs, food, clothing, public transportation... Except that according to the Central Bureau for Statistics, it costs about 7 euro a day to feed a single adult. And even when you're that impoverished some rich wanker has decided that you cannot, control your own money. You can only shop at places they have an agreement with, and you have no option to buy things for cash on the cheap. No farmer's market for you, despite fresh vegetables and dairy being a fraction of the price there compared to a big supermarket. No second hand furniture, no second hand bicycle to get around on, generally no means to get things for cheap or second hand at all. Part of providing "charity for others" as you put it, or in this case welfare from the state, is to provide people with enough to be able to make ends meet. Not to provide them with so much that they can live in wealth and luxury, but at least they should be able to pay for their basic needs like shelter, food, clothing, medicine, those kinds of things. Programs with so stringently limit how and where you can spend your welfare money have never been successful, for the simple reason that it generally makes things more expensive. Because it takes away what little freedom people had with that money. And all of this in the name of "preventing people from buying drugs and alcohol and going gambling" is just BS. Like so many in these comments have shown, people will find ways to get cash, regardless. Even if it means hurting themselves more. They will find a means. The better and much more effective solution would be to get the addicts the help that they really need, because addiction generally has an underlying cause. Sure it may seem more expensive in the short term, but in the long term it might mean getting an addicted 20-something year old back on their feet and back into the workforce before they hit 30. But politicians do not care about the long term anymore. Politicians only care about results that they can achieve before they can be voted out in the next elections.

There is A LOT of stereotyping that occurs in relation to welfare and unfortunately it doesn't take much for people to have those biases reinforced. The abusing the charity of others that I was referring to is that most people would want their tax dollars going to help with food, shelter, medical care, etc. Those of us who do well enough to not need help are still cash-strapped enough, though, to not want our limited resources going to drugs or alcohol. I don't think there is any good solution, though, around trying to control what people are spending charitable money on (I do count welfare as charity. It's just government-mandated charity) One area that I think needs more funding is finding ways to help people with substance abuse. I'm not sure exactly what the best route would be, but the current method of enabling their self-destructive behavior while waiting for them to get clean all on their own isn't the answer. The destructive and addictive power of these substances to great to leave people on their own to try to overcome it. If fixing societal problems had easy fixes, then they would already be fixed and we wouldn't still be talking about it. Even so, I think it's our responsibility as fellow human beings to help each other when we can. The more we as a society can openly discuss how to achieve this goal, the better chance we have of achieving it.

really? there isn't (and I live in Australia) .. this is just a comedian/leftist attack on the current conservative government.. and their idea is better to pay more on welfare than to actually try to do something about it..... i think because the tests of this card actually seem to be working.. there is corruption all over the world to different degrees - the left are just trying to shame and make it seem far worse than it is.... there is not a lot of corruption here and we are still the lucky country.... yes you will her the media loudly complain about the case or few where it doens't work 100% but shoudl we leave these welfare recipients top spend all their money on gambling and alcohol and not buy food for their kids? thereby forcing the kids to seek assistance from welfare agencies.... the vast majority you hear is the left complaining how it doesn't work... and it seems it does (and yes they have tried increasing welfare, increasing social worker numbers... and the other solutions... but it is never enough and they call for more and more... ) ... gambling and alcohol are a real problem in some of the areas they have been introduced (the indue card) and yes the people hate it as they are forced to actually buy food... people who have made money from businesses profiting from selling alcohol or gambling to them are complaining as they are losing HUGE amounts of money (my heart bleeds for them..) - they can't use the card at a store tat sells alcohol or gambling (i think) so they are forcing to stores to be good citizens too (and actually help the community..) ...

We have had these cards forever in California as well as things like having to prove you spent the 300 dollars of GR ( General Relief) to rent an apartment in a city where a 1 room studio is $1200.
