China broke verbal committments given concerning the treatment of the population in Hong Kong who in 100 years and 3 to 5 generations had become more british in their language, thinking, attitudes etc. The UK in 1997 could not force China to agree to anything new, as the 100 year old agreement stipulated the simple condition that it as to be leased then returned, without references to the people's welfare. The UK did not want mass immigration from the colony and so got assurances that the people would be allowed to go on as usual and be assimiliated wih China after 2047. But China started interfering quickly after handover, and people became agitated and protested then progressed to rioting. This suited China which moved in in force and showed it's strength with a brutal crankdown, arrests and long jail terms for renowned leaders. So now China has forced the Hong Kong administration to cancel the passports of named dissidents who escaped to the UK. So yes Democracy is much reduced, almost non existent.
