In my observation, the keys to good stand up comedy are: 1) Clarity of speech 2) Facial expressions 3) Body language 4) Uncanny perspective of mundane social activities Seinfeld and Carlin nail them all.

Actually, it is a reference to his whole show: I'm Telling You For the Last Time. This was supposed to be the last time he mentioned these jokes - so now that he is done with them, he is "putting them to rest."

Depends on the type of act? If you want to get a more aggressive type of point across why not sprinkle a few curses to make a good act slightly better?
