I belive its in diplomacy, there should be a skill you can get to buy artifact claims and get the sword that way possibly. Then can challenge them to a duel for the sword, steal it, demand it, or declare a claim war for it. Also, banishing someone with an artifact just makes them go away with the artifact and doesn't give it to you unfortunately

I think this is correct. I can't recall exactly, but there is a perk that lets you get an artifact war claim.

How about end of the series with the dissolution of the iron throne and all regions of the irone throne become independent kingdoms again with you as the Kingdom of Castemere

To get someone's whole inventory and gold in this mod, you need to unland them first (ie they can't be a ruler), then all you need is having them in your prison, and you can banish them to the wall.
