My Personal Opinion as an Israeli is that Arafat thought that Barak (Israeli PM) is not offering him enough (the main Issues were Jerusalem and the Haqq al Awda (right of return) . After the Israeli withdrawal from South Lebanon, Arafat wagerd that the Israeli Society was weak and had defeatist mentality.
