Furthermore, even if land is flat, it can still be slightly angled with up and down and it takes tons of earth for embankments to flatten it perfectly for high speed train (on a viaduct, it can be perfectly flat at 0 degree or at a slight constant angle on a very long distance).

The empty cities are not because of the building are flawed, but because people can’t really afford to move into those cities. I seen a great deal of very shoddy construction, where building look fine from outside, but falling apart, missing rebar in concrete, not mixed properly and eroding super fast in weather.
