COVID-19 has demonstrated the serious threat pandemics pose to both health and health systems. Pandemic preparedness plans are key strategic tools that enable policymakers to limit the severity of a disease outbreak but plans also need to build resilience into the health system to withstand pandemic shocks.
Health system performance assessment can be applied to pandemic preparedness planning to identify those strategies that improve health system resilience.

Health Systems Performance Assessment Series
Health system strengthening is the principal means to achieving the shared goal of Universal Health Coverage (UHC). But how can we use health system performance assessment (HSPA) to inform health policies and actions towards UHC?
This spotlight series consists of three webinars covering different aspects of Health Systems Performance Assessment:
- How do differences in organizing public health services affect health system performance?
- How to evaluate participatory governance and its impact on health system performance?
- How can we use health system performance assessment to support pandemic preparedness?
We highlight a diverse range of approaches countries can take or have taken to health system performance assessment globally, to demonstrate how this has contributed to system strengthening and resilience. We review the potential challenges and opportunities of health system performance assessment and consider the influence of the specific organizational features of health systems in different countries. We also explore different approaches to performance assessment to support policy-makers in determining which areas to prioritize and direct resources towards.
