as far as I understood from the video, it seems like there have to be some clouds over the area to seed them, if there's no or a few clouds, I don't see how they can conjure up clouds AND seed them at the same time.

It is often used as a source of false equivalence for a conspiracy theory, the one called 'chemtrails', but that CT and cloud seeding have absolutely nothing to do with each other.
