Concrete is very high in compressive strength meaning that you can't crush it and it makes for a terrible sandwich! Concrete is, however, comparatively low in tensile strength which does not relate to sandwiches. Steel, whether rebar, mesh, reinforcing wire or any other type of high-tension strength product, when embedded and encapsulated within concrete transfers this high tensile strength to the concrete. This gives concrete the best of both worlds - high compressive strength inherently plus the added tensile strength from the encapsulated steel.
