If backing by top management, there's only way forward, until hit the ceiling, Which still far from it. Club management quality will pulling the team up or down. With the backing of City financial group, they doesn't need to sell their best players and might attract top players instead with UCL spot, or even win LaLiga.

Leicester city in 15-16 had spent more than Girona in last 4 season combined. If you talk about city group loan only 2 is a regular starter and they were never a starter for their parent club. Even savinho was a flop. Barely started for his team last season
