He is definitely top 3 units in the game or even top 2. His damage is great, AI is also good, damage nullification and recoil immunity, revive cancel, halves cooldown for ex ult when gauge is full and old limit break with that easy knockdown combo is just insane. Even without the new limit break you can still use old limit break with naruto 20th anniv bond and you will be fine. The Amaterasu from the ult is also cast so fast so you can do the same thing like speed glitch and I believe without Gaara or from my experience Boruto + Klm Naruto you can 100% kill f4 easily with just the ult.
