1.31 most likely, since it's a major version

I think that it will be have more 3 intermediary versions before the Gunship update, and these minor versions it will add all or the most of the Near-Terms Plans features as the Road AI traffic, improved visual details, improved damage system, desert island for the upcoming gunships, Flares/chaffs countermessures for the MC-400,MC-130 (and later for the gunships) the infrared cameras, armed vehicles and weapons added to some of the current vehicles. Those are all of the Near-Terms Plans before the tfs v1.31 (problaby the Gunship update). (THIS IS JUST MY THEORY!! NOT CONFIRMED!!)

To be honest there has been no info regarding AC-130s design whereas Ac-400,AV-40,ATR-42 and 72 and AS-26 have got designed already And there very liitle space in these planes cargo bay for new computers to control the gunship's guns and to store ammo
