O know how to do this axcept the eye blur , but at the start I normally use any brush

With the highlights on the eyes you go to the filter tool go to blur at the bottoms and use the second one

For the white shadow it's a tool you have to go to filter and on the bottom it will say some options click blur and then click Gaussian Blur

She uses hair gloss brush to blend in the eye, then she uses airbrush to soft the eye. and she uses the symmetrical circle ruler and put it into the eye to add a pupil and then she gets the highlighter brush and uses white and she put it on the eye and then blurs it and uses the shadow brush to blend the highlights hope this helped😊

I erased it then i used alpha lock and coloured the black outline in which colour i needed. Hope it helps :)

When you are on a layer it will be written 'Normal' , '100%' written on it, but right next to it you will see three lines (hold on it and drag it up or down)that's how you can move the layers up or down. I know it's not the best explanation 😅 sorry .
