A very efficient and simple flea trap is putting a shallow bowl (That ideally has a vertical rim)o f water on the floor, drop a few drops of dish detergent in it and place a candle in the middle. In a dark room placing it near a door will help as well. Fleas still are insects that go after light. They will jump for the bright reflection in the water. If detergent is in the water, the surface tension of the water is reduced enough, so that even fleas will punch through the surface and drown quickly. They may float on the surface and occasionally get hold of some surface to save themselves otherwise. While I understand that the plagued villages in Madagascar probably can't afford candles or dish detergent, they may have means at their hands to improvise a similar and similarly effective solution to reduce the number of fleas and curb the plague, thus. Spraying the floors with salt water might also be a good idea. Once the water evaporated, the flea larvae will be covered in a salt crust that dries them out by osmosis.
