Oogway and Soothsayer are not to be blamed for this. Only Tai Lung and Shen. Oogway by morality could not hand over the Scroll to someone who was not worthy of it. Soothsayer was only doing her job in protecting the family she serves. Both Tai Lung and Shen lashed out because of their egos and fears.

I disagree. Tai Lung wasn't ready to be the Dragon Warrior because he didn't accept any lose, he couldn't get inner peace. In fact, he lived so focused on the past that he wanted revenge, but Po didn't do anything of that against Lord Shen. He even said, after Lord Shen asks "How could you find Inner Piece? I take everything from you, I killed your parents!", Po answers "The past doesn't matter, but only what you choose bering now", and than Lord Shen says "so I choose this" and they start the last fight. Another exemple was Tigresa. She was always bad in Shifu eyes, you can see it in the first movie, when Tigresa talks about Tai Lung past. However, doesn't turn evil and accepted Po as the Dragon Warrior. She even helped him in his journey. Tai Lund would not have do that. About Lord Shen, the profecyst was just doing her job, and she said we'll "IF YOU CONTINUE IN THE DARK WAY, you will be defeated by a black and white warrior". She warned him but he was already in the wrong path. But he have his reasons, as Tai Lung: Tai Lung trained all life to be the dragon warrior, cause Shifu saw talent on him and trained him to be the next dragon warrior, but all his work God rejected without explications, and Shifu did nothing to it. That's why Tai Long says, when his hand are in fire "All I did did to make you proud, Shifu. Tell me how proud you are Shifu! Tell me! TELL MEEEE!", it was all because Shifu bad choices, but Tai Lung did a bad choice too; Lord Shen was discriminated for beeing albino and his parents weren't never with him, because of their job, so he always wanted to make his parents proud of him, and he created fireworks because of that, but he went into the wrong way when choosing to do the genocide he did. About Kai, the story of the third film tells that, once in time, Oogway and Kai were a team, so Oogway and Kai were both bad, conquerors, that wanted to domine the world. But Oogway, once, got into the Panda's habitat and they were chi masters. They use their power to heal Oogway and Oogway learned how tu use chi to reborn things, in short, for good. But Kai learned the reverse process and Oogway, once good, had to stop him. So, it was not Oogway or the profecyst, in my opinion

Oogway also probably caused Kai become evil. Just, what if Kai accidentally steal a Panda's Chi. Like "Hey those pandas can give my friend their chi, hmm... I wonder how it works... maybe I should give it a try." then "Oh shit! I kinda did it! but in an opposite way, I should turn this panda back before-..." *bang! Oogway kicks Kai. Kai also mentions that Oogway was the one who betray him when he arrived at Jade palace.

At the end of the day and every battle the seers are fools through and through as they themselves refuse to either lie or cover up their prophecies and their destructive results.

Oogway was at fault for Tai Lung, but the sheep of the second film wasn't cause Shen was Pure Evil, non Broken.

For all those who say none of it wad the soothsayer or Oogway's fault, just think for a minute. While yes, the fault is mostly on Tai Lung and Lord Shen, that's not what matters here. The question was, "could they have prevented chaos and destruction, but instead chose not to?" IMO, yes. Oogway recognized the darkness in Tai Lung's heart, so many say he made the wise decision not to give him the scroll. In fact, I also agree. But he could have at least tried to help Tai Lung back on the path to redemption, or even explained why he didn't deserve the scroll. He didn't even say a word to compliment him on how far he had come, or acknowledge his skills. He just walked away without a word. Shifu is also partly to blame for not defending his star student. He didn't even console his only son. But we can give him a pass because he was in shock and trusted Oogway completely. The soothsayer on the other hand, also reveals the prophecy in order to stop Shen's reign of terror. While refraining to do so would have avoided the Panda genocide, she realizes her mistake and does regret it. While healing Po, she tells him that it didn't occur to her that it might lead to destruction. I can even pass Soothsayer, because she didn't directly tell Shen the prophecy. He overheard by chance while she told his parents. Soem things she could have done was to not specify the black-and-white part, but other than the genocide it wouldn't have stopped his Tyrrany. In the case of both Tai Lung and Lord Shen, while they are the villains of their respective movies becuase of the heinous acts they committed, they aren't the sole reason for what happend. Some small decisions from others could have changed their own fate in ways we can't even imagine.

Master oogway didn't chosen tai lung to become the dragon warrior because he see darkness and prideful in tai lung heart just imagine he did become the dragon warrior he will probably destroy anything in his path and soothsayer show shen future because shen parents wanted to know and shen will be defeated by a black and white warrior if he keep continued his dark path meaning he stop continuing his dark path he will be not defeated by the warrior. Those two just have darkness and evil in their hearts leading them to their death
