Whis is the Guardian Angel of Universe 7, Beerus’ loyal teacher and attendant, and has a divine level of power - with some people even saying that he’s the strongest fighter in the whole Dragon Ball universe. And today, well we’re gonna kinda take a look at that. Analyze Whis’ power levels, take a look at his fights and his feats, and figure out just how powerful this angel actually is. Zeno is the destroyer of THOSE multiverse, while the Grand Priest is his angel who is more powerful than him. Zalama is the creator of the Super Dragon Balls. This is why we never saw Zeno creating anything, only destroy.

Not even counting in the "being a god/angel" thing. but... that also makes goku/vegetas progress very impressive because they are so young compared to the gods.

No he’s not. Whis and Beerus state that Zeno is at the top of the God hierarchy and Zeno is the mightiest of all. They said that power doesn’t always equates to physical capabilities, Beerus said Zeno is no fighter basically cause he doesn’t have to but also says that no doubt Zeno is the mightiest, that is the correct answer right there. You can have a theory or make up your own canon but according to the actual show/magna you are wrong

The funny thing about dragon Ball is that sheer amount of inconsistencies there are to the power scaling so whenever you're actually putting them side by side against someone who has more impressive feats they will always look weaker in comparison because of the sheer inconsistencies there are.

one thing people missed or went over their head. Broly movie: Gogeta instant transmissions to the battle. Whis DODGES the Instant transmission. Meaning he literally dodged something that moves so fast that its "instant" Watch the movie again. Whis moves from his idle point a moment BEFORE Gogeta arrives. He moves why? Because he sensed that Gogeta was going to port ON HIM, and got out of the way an instant sooner than he arrived.

There's no reason to make sense of power scaling here, Toriyama gave that up a long time ago because it was too hard to keep track. Now we have a bunch of inconsistency in terms of power, I mean, common, Goku got hurt by a rock. That being said, Whis would never lose, not because of power scaling, but because Toriyama wouldn't allow it yet.
