It is a tragedy indeed, that one of India’s worst-ever train accidents - the Odisha three-train collision - has taken place now, in 2023, a time of cutting-edge tech & high-speed rail travel. While it is true that the number of rail accidents has come down - and that the exact cause of the Odisha accident is yet to be determined - the operations of the Indian Railways have been a subject of some scrutiny. We are talking about worrying CAG findings on derailments, a safety allocation that wasn’t, ballooning debt, and a once-plum job that is as unstable as it has been political. Editor-in-Chief Shekhar Gupta explains in Ep 1245 of Cut The Clutter.

print, please consider dedicating a series following every important CAG report as it comes out to analyse it and call out the problems openly here. This will at least put pressure on authorities and also show the deep problems to your audience well ahead of such ticking timebomb problems in important areas of our country.

I’m actually impressed with the level of detail that CAG had gone into in its audit! It is sad that not much action seems to have come from it from the powers that matter. Good presentation by CTC laying out the facts.

Watching this from Spain, it comes across as one of the best examples of current affairs reporting I have seen for years. In relation to the disaster in Odisha, it puts the other major broadcasters to shame.

The pandemic lockdown years were golden opportunities, at least a significant percentage of those two years, to focus on building/correcting/error-proofing infrastructure in the country (actually all countries in the world) With usage down to zero, there was an uninhibited access for the infrastructure teams to do this type of work.

While there could have been unfrettered access to infrastructure during the pandemic, possibly the money required to develop had to be rerouted to healthcare as well.

Those who are telling how railways is becoming unsafe should know that these last 9 years have seen the lowest number of rail accidents if you consider each decade since independence. It's now more safer than ever. Yes we have a long way to go. Every thing good or bad has a trajectory and rail accident trajectory is going down every passing year. It's just not some magic that can be done right away.

The statistic on lowest number of rail accidents is meaningless when a calamity of this magnitude happens. The lack of accidents is not due to any improvements this government has made - it's just sheer luck. If you claim that this govt improved the safety of rail systems, the burden of the proof is on you to show what safety systems this govt has instituted and how they have all failed despite best efforts in this accident.

LIVES are CHEAP in India. You cannot compare China and India. In our case, the QUADRUPLING of tracks is a DISTANT DREAM. Land acquisition is impossible (as we have too many people free for protests). Forget new land. Railways cannot free their own land from encroachers because "Honorable" courts side with them. No doubt, the Railways are under HEAVY STRAIN. On a positive note, Odisha is a poor state with rich hearts. Kudos to the Odia folks. Perhaps, big cities could learn from Odisha.

Thanks for sharing Indian Railway's health card. It is a classical example of subcontinental inefficient management story with insufficient funding, misappropriation of allocated money and lack of workforce. Like other departments, we hear a lot on regular basis about railway vacancies announced, candidates shortlisted but process left incomplete because of political considerations. Vote-bank hungry politicians and ministers want their recruitment quota and failing that they put the whole exercise into dust bin, 2 years are lost and we see another recruitment drive announced.

Total employees in Chinese railway( 3 Rd largest railway) - 3 lakh Total employees in Indian railways ( 4 th largest railway) 14 lakh Still according to people Indian railway has workforce shortage. Like guys all we have lazy and corrupt slothes in Indian railways we have experienced them first hand.

Firstly, the Chinese railways organization is differently structured and a bunch of things that is part of the Indian railways is done through partners or subsidiaries whose employee counts don't show up in the official counts. Secondly, the Chinese railways has significantly greater automation and therefore requires less people to run it. We have corruption in our systems but there's so much more to the ground reality. Your overall statement is a reflection of nothing but a babu mentality.

@@gautam6405 The report has given details of 'skilled job' vacancies and technical posts. National enterprises are overloaded with very low scale employees by politicians but the operational key sections of the system remain under-staffed.

In February 2023, the principal chief operating manager of South Western Railway zone had written to the authorities after the Yesvantpur-Hazrat Nizamuddin Sampark Kranti Express narrowly escaped a collision. He had warned Railways that there would be derailments if the glitches in the signalling system remain unfixed. A December 2022 report on derailments by the Comptroller and Auditor General of India, warned that lack of adequate staffing in the safety department, by the Indian Railways, would impact the quality of maintenance. The report also stated Railway safety funds fell short of their target every year, for the last four years. The report contradicts the claims by Indian Railways which stated that the accident is not a reflection of deeper safety issues in the system.[36][37][38]

When the seed is faulty, the plant cannot be expected to bear fruits. Ashwini Vaishnaw is a good man with the right skills. He should NOT be made the scapegoat. "43% of the ticket price is borne by the taxpayer" sums up the plight of Railways. Even if one were to treat this as a welfare necessity, we are all witnesses to the menace of TICKETLESS TRAVEL. The entire business model NEEDS a REVAMP.

SG, Couple of points (From an Engg stand-point) - Systems, and processes can be made fool-proof, but not idiot-proof i.e. Almost all systems/processes can be broken due to negligence and/or incompetence! - Lowered probabilities (of accidents) do not make zero probability of events - Generally speaking, when accident probabilities are eliminated massively, it raises confidence in system, laying the foundations of catastrophic black-swan events! Also, because of this, these low probability events turn out to be high impact/damage events - Black-swan events do happen, and sadly, will continue to happen - Lastly, like most places in world, keeping the lights on and everything running is just not given importance, and is considered un-glamorous! This again is laying the foundation of heightening risk of accidents

I am an engineer too, and your comment that efficient systems lead to complacencies is entirely false. There is always Standard Operating procedures that need to be followed like gospel which ensures that there are no incidents like this. The fact that the car that essentially checks the integrity of the railway tracks is under-utilised shows how many trains on how many tracks are running without any assurance of structural integrity?

1. The CAG Report is quite impressive. One question is - What is the role of Railway Board and who is primarily responsible for safety? We can always find fault with the Railway Minister ( as particularly he is Vaishnav and this is Modi Govt!) but why is that heads are not rolled for failures in so many years? either the lowest man on the ground is found guilty or the Minister at the top. 2. Vaishnav is doing great work and he must continue this term and the next as well! But he must have someone focus on safety. 3. comparisons with China are fine but we will take time catch up. Btu we are on track. that is for sure!! 4. We need to find out quickly the sabotage angle in the incident and focus on start ups with new technologies for track safety.

I heard that they have strongest unions in India. Also there were news about changes in administration system of railways Did those reforms start? In progress? Complete?

One of the important points is that during the UPA rule the passenger fares were never raised. This was offset by raising the freight rates. It came to a point where railways freight rates were higher than road rates. This was just ridiculous nowhere in the world rail is more expensive than road. This has two effects it destroys the economy of states which are away from ports. It is not hard to imagine why UP and Bihar are under developed. Since most of the trade goes via the west coast towards Europe and US states like west Bengal also suffer. Goods made in these states will not be cost effect. Secondly, it also destroyed the economics of the railways. As the amount of debt suggest there is no money for cap ex. People should really consider for a few cheap tickets we are destroying the railways.

@Siddharth Sriram useless facts nothing to do with how to use the railway productively. Mamta and Lalu yadav cut several percentage points of GDP growth by bad policies. India has one of the highest logistics costs in the world which makes very hard make exports competitive.

When you consider statistics you also consider the context. 2003-2008 is probably the Era of hyper globalization and easy money, of course growth is going to come. The context being we ere growing slower than many countries. After the GFC UPA presented an expansionary budget and "phone loan schemes" which caused the mess in banking sector. Not to mention the inflation which was double digit. India was named the fragile 5. Modi was handed a terrible economy. Also since 2016 the Era of hyper globalization is over. NDA has had to handle de leveraging in the banking and corporate sector. There is a paper by Gita Gopinath of the IMF which analyzes why growth slowed. The banking problems created by the UPA was the main culprit. The GST and the demonitization did not affect growth the paper explains the reasons. Even if the growth was slow India still grew faster than other countries. It handled the debt issues created by GFC much better. I strongly suggest you read that paper. I do have a PhD in economics. I know who is living in the bubble. Private investment is picking up over last three quarters. Banking sector is in a good shape to lend. This is why the last quarter growth jumped. You can't name a big infrastructure project by UPA because they did not complete any.

Good analysis and dig into history as well current railway finances. The way Railway or for that matter any ministry has been handled by our governments speaks volumes of our politics. It also reflects on us, the people. We get what we deserve. Fortunately, people are getting better informed, thus going into future we must rise above caste, creed, region & religion while voting and demand good governance. Agree, resignations have been and are only a political statement to fol the voters, unless the Minister becomes a sadhu to atone his sins or incompetence, whatever you may like to call it. Therefore, demand for resignations too is a political weapon. But, then in democracies how can you hope not to see such shenanigans. Xxx

You are right about the silly demands for resignation. It becomes escapism. Instead of staying at the station and managing the crisis, he is given an easy exit. Someone else has to clean up the mess. Not at all a good idea. Besides, Ashwin Vaishnav is a knowledgeable and competent minister and is himself an engineer. Right now, he is the best qualified person for the job of railway minister.

Shekhar, you miss an important point. The numbers came down because during Covid, hardly any trains were moving for a substantial period of time. Only select trains started. And it was after two years that things returned to what they were, pre-pandemic. So the data of accidents or derailments are not comparable through the years….

Those who claim Railways should focus on safety are missing the point. It's making the same argument as "We are a poor nation, we should stop funding ISRO or building Nuclear plants." Railways should be able to invest, prioritize better facilities, faster trains etc while still retaining it's core competency, i.e. safety. To claim it is distracting just shows how lazy and unproductive Railway babus are.

Very good insights. I hope though that journalists use the CAG or any such reports and do such CTC earlier than after the fact. The responsibility of journalism is there to pressurise government to making change by spreading this awareness among the masses. As a lesson from this, can we expect CTC on similar such initiatives around health (food, water, environment) or other modes of transport (road, air)

I see two things which should be done: 1. Safety first mindset - not just the railways. Overall in India. Roads, Rails, Air, Waterways... Everything should be safety first. Uncompromising. 2. Privatise the railways. Theres a lot of legacy that needs to be shed. Lot of babudom from British era. Taxpayer should not be subsidizing or paying for it.

These are contradictory. You think privatization would result in better safety? Take a look at the rail system in the US for an illustrative counterexample. Railways, especially in a country like India should be run as a public service. Now perhaps the fares can be raised somewhat, but privatization would result in a system where the overall profit margins of the owners would be optimized. For example if the owner also has a stake in auto manufacturing or airplanes, s/he may decide to cut back on train routes in order to drive up demand for cars or planes. Both of these have happened and are continuing to happen in the USA. And safety... what a joke! Take a look at the derailments happening in the US where thousands of gallons of really beastly chemicals were spilled on to public lands/drinking water with no accountability whatsoever... the `VP responsible' takes early retirement, that is all.

@@ghabcdef how easily you've picked US where hardly anyone takes the Amtrak. It's a transport economy purely based on the car. You want to choose, choose Germany. France, Italy, Austria, Netherlands, Switzerland. If you've experienced those passenger trains you'd know. Privatising will bring in market forces and efficiency. And stop the nonsense of British era politics. What Indian railways need is professional management. And market pricing. They should be able to fund and sustain themselves profitably. Without subsidies and sops from Govt. Without political parties using Railways as means for votes, for favours, for postings. Unfortunately that is what has lead to the current state. And consumers, we should be willing to pay more for better service AND better safety. You can't have the best and have it for free.

Do not agree with many things - 1. India has built many new tracks in last 9 years. Infact goods trains is getting separated thru EDFC and WDFC. This alone constitutes 9,000 kms of new tracks! India has nearly increased 50% of railways network in just 9 years. Note that railways network was also built during British era! Also, electrification of railway tracks is 90+% which is 2nd highest in the world and most done in last 9 years only! 2. 2020-2021 and 2022 was COVID year so utilization of funds may not be done properly 3. Many incidents and attacks on trains by culprits are happening but you have skipped it completely 4. This is not the biggest train crash of india, but is 4th. How can you override official figures and assume your own data? 5. There is a massive work going on to introduce automated security technology using kavach and few others which till now was not done by any previous govt 6. The railways revenue and earnings are rapidly increasing and will quadruple in next 2 years due to dedicated freight corridor. The railways earned Rs 63,300 crore in FY23 as compared to Rs 39,214 crore in FY22. A whooping 61% increase compared to previous year! 7. You talked about golden quadrilateral taking majority of traffic in India. With only 5 years of their ruling Vajapayeeji and BJP govt created this backbone for India. He also initiated Delhi metro with 35 kms completed before new govt came in along with many others!

Sir 1st the year which received lowest amount is 19-20 that means from 1st April 2019 to 31st March 2020. And covid lockdown began on 23rd march 2020 so I don’t know how badly you are supporting the government. 2nd in the covid period 1000Cr was given and utilised. 1) we really do NOT know what happened here. It's premature to conclude anything until final report is available. 2) Indians do NOT take safety seriously. In 1990s' even in flights, I had seen, air hostess, having to repeatedly request passengers (mostly Indians) to sit on seat, wearing seat belt as passengers do NOT listen to instructions. There is a tendency among Indians to think that rules apply to others, NOT to them. there is no use blaming anyone else. if things go bad, they try to find someone to blame 3) Voters NEVER vote for Safety. Voters vote for "Freebies", new Trains. that's it. Politicians do things for votes. again, voters to blame 4) It's politics. A bridge collapsed in Bihar second time. No one is talking about it or worried. Why ? Politics is the reason again.

To the layman this railway tragedy looks a straightforward signalling mixup. The train that was supposed to travel straight actually was made to deviate in to another line and thus causing the sad accident. The how and why of it has to be found out and ‘hopefully’ published. Suddenly finding fault with the whole set up is not right, when there is a real effort to really improve matters. Indian Railway is one big unwieldy behemoth, all will agree.

Fire extinguishers problem, one of the reasons is Safe keeping and securing them in such a way that they are not stolen. But if it is secured and kept safely then one can not easily take them out and use it during emergencies. It's a very Indian problem.

The Print should arrange detailed debate involving the Railway Minister ex-Board officials. Also the effort in .the last one decade should be highlighted. It is a no brainer that the govt has prioritized Railways way more than what was done before. The WDFC was set back by political caprice by ensuring that things were delayed. There is not one credible media expose on that. There is much wrong but there is also the impossible conditions under which the officials operate. We need a contextualised approach.

This should be an eye opener for the people who got overexcited by Vande Bharat PR which actually going to cover less than 3% of overall rolling stock by 2025 and even those will be struggling to utilize to capacity due to inadequate infrastructure to run them properly. Many experts including retried officials came out with realities in front of people, who were hopeful of a soon turnaround of miserable travel. Vision of railway should be in the priority of people first, funding and focus will come automatically. We, as the most populous country in the planet , cannot afford flight or car travel to take over instead of railways for long distance travel.

One survivor in odisha told media that....train derailed and his bogey started moving right into the gravels ....then it hit the goods train. It means that the pilot was cruising with 128km on the main line....somehow it entered into loop line... for which the train locopilot was not prepared and speed was very high...so it got derailed at first , then hit the hoods train

After covid many passenger train are converted to express trains which have same number of stoppages before covid but the ticket price is doubled That's why revenue has gone up Sad part is the trains that are converted to express trains are running at an average speed of 20 to 25 kmph only Worst thing happening in railways

We can dig into all the CAG reports to figure out the shortcomings.. if the traffic has increased then it begs the question why capacity is not increased. Take DFC for example. It was conceived in 2006 but work started on ground around 2015. Once after DFC is complete then they can plan similar thing in rest of India. But if basic facilities are not being provided, it is time to seriously consider and improve it. Lets stop introducing newer trains and focus on safety aspects. But if this accident turns out to be a human error and if it was deliberate then it is a totally different issue.
