A potato is 20% starch, and 75-80% water. When cooked, most the water evaporates leaving 2% of the chip as water. Chips are mainly made of starch. Further American chips are often made without potato, and use starch directly as the ingredient. Guy clearly thought it was a trick question

Technically starch is really correct because potatoes are predominantly made of starch so strictly speaking he's kind of got you there. He's also correct in the sense that oil may well have starch in it as well because you also need oil to fry the chips so he's got you twice that's actually a brilliant answer.

But "ingredient" means something you put in to make it, as in part of a recipe. If he had asked "component", then by weight it would be water, which makes up about half of a typical fry. Starch would be second by weight.
