Also, do you have any idea how much revenue the Corporate Sector generated fro the Empire? A region of space with thousands of sectors where the CSA could even define which species is sentient and which is not? The only reason workers had rights was that people work better if you don't treat them as slaves? Palpatine had to finance his military somehow. Removing a lot of the Repiblic's social programs barley paid for the Clone Army. The Corporate Sector was also the source of many resources needed to build the Imperial Navy. While the CSA was well armed to deal with criminals and local rebellions, none of their ships could stand up against a Star Destroyer. Also, a military force strong enough to keep the Empire at bay would have been unprofitable. The corporations that made up the CSA also had their headquarters within the Empire, well within the reach of the Imperial military. Palpatine was already busy enough to control what was formerly the Republic. Adding the Corporate Sector would have stretched the Empire's forces thin in the beginning. Probably too thin.
