According to ibn Kathir's tafsir of the verse 11:114, he quotes a narration of ibn Mas'ud, collected in Sahih Al Bukhari, that a man kissed a woman out of wedlock, he then came to the Prophet (alayhi salaatu wa salaam) and informed him about this. Then this verse (11:114) was revealed there and then. The boy asked if the verse was specifically sent for him, but the Prophet (alyahi salaatu wa salaam) said "this is for all of my Ummah". Again if you read on in the tafsir of the same verse, ibn Kathir cites another hadeeth collected by Imam Ahmad and narrated by ibn Abbas, which I believe is what Sheikh Al Albani is referring to here. Whereby a man does as as what the Sheikh said, so he confesses to Umar, which he says that maybe this woman's husband is away fighting for Allah's cause! The man confirmed this, whereby Umar told him to ask Abu Bakr. Same thing happened with Abu Bakr, so he went to the Prophet (alyahi salaatu wa salaam). Then, there and then, this verse was revealed. So the man asked if this was specifically about him or a general ruling. Umar got angry and said that it is a general ruling! And the Prophet (alyahi salaatu wa salaam) said that Umar spoke the truth. As you can see the details are a bit different i.e. one was just a kiss, the other suggests more foreplay, etc. However what is consistent with both what Bukhari and Ahmad collected is that the verse was revealed there and then, and not before. All of this can be found in Ibn Kathir's tafsir so please have a read, and look at other tafsir as well. Abu Umamah reported: A young man came to the Prophet, peace and blessings be upon him, and he said, “O Messenger of Allah, give me permission to commit adultery.” The people turned to rebuke him, saying, “Quiet! Quiet!” The Prophet said, “Come here.” The young man came close and he told him to sit down. The Prophet said, “Would you like that for your mother?” The man said, “No, by Allah, may I be sacrificed for you.” The Prophet said, “Neither would people like it for their mothers. It's not a wet dream..it was the thing he done in reality
