A bit late, but was wondering if anyone has had success with this method recently. I am receiving errors after the Set-MsolUser -UserPrincipalName $upn -UsageLocation $usagelocation string. I was however able to bulk assign user licenses using MS Graph API, albeit it was a little more involved than what is demonstrated in this video. Either way, thanks for the information.
