there are also rubber covers that protect the metal or brass snap hooks and keep the noise to a minimum.

My church flag keep blow off the pole when we have hi winds. Should we use commercial flag ?

maybe a tighter pull on the rope when you are tightening the rope to the cleat or readjust the snap hooks to a tight fight so it wont bow out.
