Reduce the fatality rate or try to lockdown countries

If it says too many people are dead. Do the bottom response triggers If it says to much non compliance. Use the yellow operation triggers.

Ok so you might have to remove the lockdown on the country that has non-compliance. Sometimes the non-compliance forms when there is not that much infected people.
