Harness needs to be a PULLING harness, those are built to control a dog so that they can't gain leverage. Rope should be attached much lower. Carpet loop should be tighter. Lastly, the rollers should be so big and the carpet so tight that the carpet isn't resting on the hard surface. It really should have sides too but that's not one of the reasons it's not working.

You can use it, a lot of it is made of wood. But I guess it makes too much noise. You could still work on that, with the second improvement. You could also generate electricity while running.
