Windows has changed the flow of changing the default keyboard language in Windows 10. I don't know exactly from which version is the new flow, but I have tried it on version 1809 and 1903. These are the latest versions.
If you change the display and app language, it will change the default keyboard language as well. But with the help of this tutorial, you can change it as you want.
