I live in Clinton Maine I have a trailer on a cement Foundation the water district meter is supposed to be in a steel barrel they took the meter out and they put it up underneath the trailer every single winter the striker played brakes because it freezes up it sprayed water all underneath the trailer and ruined the floor and everything else they fix the striker play twice now it's leaking again because they refused to put it back in the barrel below the frost line and now they refuse to fix this problem is this legal for them to do this the town of Clinton Maine does not own its own Water District this water has been leaking for almost a month and a half they want me to put the water meter in the trailer I told them no because if the power goes out it's going to freeze up and flood out the trailer they also I not using digital meters on the side of the building it tells them exactly how many gallons of water are being used they refused to put these in also they are guesstimating how many gallons of water are buddies using they told us we used over 10000 gallons of water in 3 months I don't believe this is legal what can I do to fix this problem
