Looks like h2 blade wash or another disinfectant wash/spary . As a barber, my next step would be to still add a few light drops of oil & clean neck strip/towel to wipe away excess oil...

How do you change the blade?

Fairy straight forward. Remove the two screws that is securing the blade. Screws are near the bottom, underneath the blade. Swap out for replacement by aligning new blade assembly. Try to align square to the trimmer/clipper w/out extra tension on the center pivot above the moving blade. Now, most barbers adjust new blades to cut closer by aligning moving blade closer to the still blade creating a zero gap. Meaning their close to being even but not past the still blade (non-moving bottom blade). Several videos out to show examples of procedures, good luck & never stop learning...

I did the modification but the blade still gets really hot.
