I have very thick hair and I use one.

Because the natural oils in your hair and scalp help to protect it from the harsh chemicals in bleach and dyes, and when you wash it, its stripped of those natural oils, which leaves the hair at its most vulnerable and weakest state.

I've done it both ways - for me it depends. If I have a lot of products and hairspray in my hair, I'll wash it first then color even though it's taking the oils out of my hair and scalp. If I don't then the other commenter is right - the natural oils protect your scalp and hair from the harsh chemicals and heat if you dry your hair.
