Complete network beginner here, so bear with me. Does this mean that when a pc from the network 192.168.1.0 sends out an ARP request, it will hit the router, and the router will respond like "so you're looking for a device on the 192.168.2.0 network, you need to go through this switch here"?

How can I access a subnet from my windows 7 PC? Ok I have 2 Raspberry pi's 1st one is a rpi3 and the other is a rpi zero-w. The rpi 0-w has a usb0 interface that is connected to the rpi3 usb with a IP address of 172.16.0.2/24 :: the Rpi3 has a ip address of 192.168.3.109 which is connected to a router. the router has a ip address of 192.168.3.1 my windows PC is IP is 192.168.3.128. I have tryed iptables port forwarding and advance setting in the windows PC network adapter by adding a 2nd ip matching the one subnet of the rpi0-w. No go. What am i missing? Again (RPI zero w 172.16.0.2 >>USB0>> RPI3 192.168.3.128 >>eth0>> Router 192.168.3.1 >>> windows PC 192.168.3.128 END POINT.)
