BTW I have similar Dell supply. And I wouldn't remove the signal pin of the output connector (white) for the case I need it sometime somewhere in future for another Dell laptop. If you add normal (universal) barrel connector and the signal pin to a separate miniconnector, then you can make yourself a additional cable adapter for Dell just by connecting barrel connectors and the special pins (if you set 19.5 or 20V on the output of course). In reality I have done it this way. I'm using it as a supply for another electronic device and sometimes for my Dell laptop when I'm on route. I can use one bulk piece for diferrent devices, saving space in my baggage. But the idea adding voltage regulator is just another level. 👌

Also a great idea, but you have to keep the original connection jack for the laptop...

Nice idea, but every power supply of different manufacturer has different PCB and different voltage resistors. So it's relatively time consuming task to get the overview about the circuit and/or get the knowledge by experimenting with the resistors. Once you know which resistor/s to change, then it's piece of cake to add potentiometer and voltage indicator... Changing capacitor is only needed when the rated voltage is low. If it was for 35V the replacement would be not necessary. Is somewhere a database of most used power supplies with the voltage regulator resistors info (I mean IBM/Lenovo, HP, Acer and so on)?

in the end the max current it's the same as the max current of the original power supply?

Yes, I tested the maximum current above 5A, if I put the circuit in a better cooling box it will operate on 5A for a long time.!

Possibly yes but if the total power output is over the rated output (90W) then the device might be damaged quickly by heat. Therefore additional heatsink(s) or mini cooling fan or something like that is needed.
