Do you know any good tools to allow a data entry user to upload data into the tables i.e. a frontend form?

if you are using Azure Portal then there is a UI but rest you might need to quickly create a CRUD UI using Asp.net or Windows Apps

this error appears when I click connect on azure A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: TCP Provider, error: 40 - Could not open a connection to SQL Server: Could not open a connection to SQL Server)
