How to create Title Block and Print drawing according to Scale in AUTOCAD

upscale the a3 to fit in your drawing.that will do

i follow exactly but why when i try to past the title block at layout the title block became to big and can't fit the layout?

If your layout scale is correct. Then rescale your title block to fit in the layout.
