when.i use my brush tool it doesnt do a dissolving effect like urs it just erases it properly

i cant use the brush after using free transform it says history brush cant be used due to history state not contain corrosponding layer

I think you are selecting the wrong tool. I did not use the "History Brush" tool.

How do I get my brush to have a similar level of opacity so the two images get that multiple exposure effect? When I use my brush it just erases everything.

Increase brush size around 1000 and set hardness to zero. While erasing keep the brush far from subject and erase from the edge of brush.

What if our "rasterize Layer" is grayed out and wont let us click on it?

Try right click then select Convert to smart object, then right click again then select rasterize..

after I unlocked the background FILL option showed up but the white space didn't get filled after I clicked on the contect aware

Okay I think I found the solution myself haha, I deleted the white background then tried the content aware again, then the top part was filled.
