The problem is one app have a lot bugs and if it runs with buge phone will loose performance so android system optimize that specific app so its not a problem to keep your phone optimized Samsung Members

I have this same problem on my RCA Pro12 Tablet. I did a factory reset and installed a few apps that I use. All was good until I updated the apps. The "Optimizing 1of1 apps re-appeared. I then uninstalled the updates one at a time and rebooted each time. Turned out the culprit was the newest Google update. I uninstalled it's update and it boots up perfect now. I turned off auto update so I won't get any surprises.

I've seen this alot but the problem is finding what app is causing it because not everyone used true caller so this should not be captioned as a solution

@@user-pq6gc6ws1u I took it to a nearby phone repair shop and the guy there wiped it and re-installed my apps. Unfortunately I never could connect again to some important ones like Uber, so I gave up and had to buy a new phone. Sorry it's not better news! Just to mention - I had the same thing happen on my 5-year-old HP laptop just recently and getting a new one is not an option right now - I followed some pointers I found online on my phone and what actually worked was turning off the device completely, then on again and rebooting it several times in a row. It was that simple.
