Just in case u have my issue, all this is correct, but check on services if the thing your trying to change is linked to wuauserv because mine wasn’t. When u click on the service your trying to alter it should say the file near the top. If it isn’t find that file and do the same thing in the permissions

ohh nvm i forgot to click the check box when changing from SYSTEM to your username, make sure your using the correct changes also.

I managed to fix it by changing the services ownership, but even after that my windows did not update. I had to repair it using a bootable usb drive.
