For newer versions (3.26) georeferencer is under Layers, not Plugins :)

Hey, Im trying to create georeference with pdf (the pdf is vector), after uploading the pdf image, the resolution decrease a lot

I use QGIS 3.22.3 to georeference a PDF trail map. Everything's fine, but I end up with a TIF file, which is quite big compared to the original PDF. I tried the Raster/Convert Format tool to get a GeoPDF from that TIF, but it contains no positions (the Geospatial Location Tool in Acrobat Reader can't find positions and Avenza tells me I'm off-map when I hike there). What's the trick?
