turn off data collection. and also go to device Admin apps settings and deactivate admin apps. try after. if your device has Googles perent control, try after logout all accounts from device. after you can relogin accounts

turn on disable permission monitoring in developer option, if you not find that setting try without it . written code are same. you can copy from internet or Play Store

It is connecting problem, enter same characters of code. And your phones devloper option has ( disable permission monitoring option) than turn on
