Hahha There are no seeds without flowering (except for conifers) Flower>fruit>seed I think what he cut at the end of the video is considered the fruit of the fennel, inside of that is the seed (the fruit is just a green shell i guess for the fennel)

Place these fennel flower bunches in the shaded area.When bunches dry completely you will get fennel

These are not flower. These are fennel. After flowering you will have to harvest it.

Indoor plants don't need too much fertilizer. You can give fertilizer in the gap of 2 to 3 months ( It totally depends on plants size and growth). You can use mustard cake liquid fertilizer, cow manure, vermicompost etc
