I think pos 4 should try be aggressive to shut down enemy's carry, if you die at least try to kill trade with enemy's carry then tp mid to refill, if you win, you should roam to mid to help win midlane, where's need to be just on lane to babysit pos 1(on normal circumstances)

Chrono was on CD anyways, so having that stats is more useful than levelling chrono up.
