Follow the steps carefully. Install forge on Tlauncher and then follow the steps shown in the video. If you did everything correctly it should work because it worked for me a a few weeks ago.

You have that if you have mimecraft installed. Go to: /CDrive/Windows/*User's Name/Appdata/Roaming/.minecraft and then create the mods folder.
